The municipal forests of Cuenca have been sustainably managed for over a century. They hold dual FSC and PEFC certification, verified ecosystem services for carbon sequestration, and approved Forest Management Plans — yet this environmental value generates no economic return.
Cuenca Verde bridges this gap: by implementing improved forest management practices — extending rotation ages, enhancing fire prevention, adopting reduced-impact logging — the additional carbon sequestered above the business-as-usual baseline is measured, certified under Verra's Verified Carbon Standard, and sold as internationally recognized carbon credits.
Phase 1 targets the five municipal forests with verified FSC Ecosystem Services certification for carbon sequestration and storage (SE2), providing the strongest foundation for carbon credit generation.

Registration under the Verified Carbon Standard using VM0003 (Extension of Rotation Age) as the primary methodology, with VM0045 (Dynamic Matched Baselines) as expansion pathway once its global applicability revision is complete. Both methodologies are approved by the ICVCM under the Core Carbon Principles, ensuring the highest market integrity standard.
Positioning as a pilot project for the EU Carbon Removals and Carbon Farming Certification Framework (Regulation EU 2024/3012). IFM methodologies are currently under development by the Commission's Expert Group, with no Spanish case study yet proposed. Cuenca Verde's existing FSC certification and inventory data make it an ideal reference project.
Spain's IFN provides permanent plot data on a 1 km × 1 km UTM grid with three completed measurement cycles (IFN2, IFN3, IFN4 in progress). This data enables the construction of dynamic matched baselines for project plots, comparing carbon accumulation against statistically similar control plots under standard management.
The project's chosen methodologies are approved under the Core Carbon Principles of the Integrity Council for the Voluntary Carbon Market. CCP-labelled credits command a premium of up to 25% over unlabelled credits, reflecting the highest standards of additionality, permanence, and measurement rigour.
