The Opportunity

Turning forest stewardship into verified carbon value

Spain is Europe's second-largest forested country with 27.5 million hectares, yet not a single Spanish forest project is registered under any major international voluntary carbon standard.

The municipal forests of Cuenca have been sustainably managed for over a century. They hold dual FSC and PEFC certification, verified ecosystem services for carbon sequestration, and approved Forest Management Plans — yet this environmental value generates no economic return.

Cuenca Verde bridges this gap: by implementing improved forest management practices — extending rotation ages, enhancing fire prevention, adopting reduced-impact logging — the additional carbon sequestered above the business-as-usual baseline is measured, certified under Verra's Verified Carbon Standard, and sold as internationally recognized carbon credits.

-4.04 €/ha
Current annual deficit per hectare in forest management — costs exceed timber revenues. Ecosystem services worth an estimated 49.18 €/ha remain uncompensated. Carbon credits change this equation entirely.
0
Number of Spanish forest projects registered under Verra VCS, Gold Standard, or any major international voluntary carbon standard. Cuenca Verde will be the first.

Five forests, 20,820 hectares

Phase 1 targets the five municipal forests with verified FSC Ecosystem Services certification for carbon sequestration and storage (SE2), providing the strongest foundation for carbon credit generation.

Dual-Track Strategy

Verra VCS & EU CRCF

Cuenca Verde pursues international certification through two complementary pathways, maximizing market access and regulatory alignment.

Track 1 · International

Verra VCS

Registration under the Verified Carbon Standard using VM0003 (Extension of Rotation Age) as the primary methodology, with VM0045 (Dynamic Matched Baselines) as expansion pathway once its global applicability revision is complete. Both methodologies are approved by the ICVCM under the Core Carbon Principles, ensuring the highest market integrity standard.

Track 2 · European Union

CRCF Pilot

Positioning as a pilot project for the EU Carbon Removals and Carbon Farming Certification Framework (Regulation EU 2024/3012). IFM methodologies are currently under development by the Commission's Expert Group, with no Spanish case study yet proposed. Cuenca Verde's existing FSC certification and inventory data make it an ideal reference project.

Baseline Data

National Forest Inventory

Spain's IFN provides permanent plot data on a 1 km × 1 km UTM grid with three completed measurement cycles (IFN2, IFN3, IFN4 in progress). This data enables the construction of dynamic matched baselines for project plots, comparing carbon accumulation against statistically similar control plots under standard management.

Credit Integrity

ICVCM CCP Label

The project's chosen methodologies are approved under the Core Carbon Principles of the Integrity Council for the Voluntary Carbon Market. CCP-labelled credits command a premium of up to 25% over unlabelled credits, reflecting the highest standards of additionality, permanence, and measurement rigour.

Project Developer

Accener Ventures

Accener Ventures LLC is a project development company specializing in renewable energy and environmental services, with headquarters in the United States and operations across Europe. With two decades of experience in energy project development, Accener brings the technical, regulatory, and commercial capabilities required to navigate international carbon certification frameworks.

As project developer, Accener assumes all development costs and risks — from methodology analysis and documentation through validation, registration, and credit commercialization. The municipal forest owners contribute their land and management practices, receiving a share of carbon credit revenues with zero upfront investment.
